Keeping in mind that the P0983 describes an electrical problem, you will need some tools during the process of diagnosis. Get hold of a digital volt/ohm meter or DVOM and a reliable vehicle information source. Find the Technical Service Bulletins for your specific vehicles make, model, engine and year of manufacturing and match it to the symptoms as well as the OBD code. In the TSB you will find all the wiring diagrams, connector pinout charts, component locations/maps etc. These will all be of great help to you. Once you have all this, you can start your diagnosis.

Start off by checking the wiring harness, begin from the ECM and TCM following up to the transmission. Be observant and note any signs of damage, like rodent infestation or poorly-routed harness. Accordingly, you can fix them via repairs, you may also have to replace them. Don’t ignore a chafed wire harness, because it can very easily cause an open or shorted circuit.

Now it’s time to check the connectors, if they are properly connected or not. Disconnect all the connectors and see if there are any bent pins, or corrosion. The intermediate connectors like the ones present at the firewall or those connecting the transmission sub-harness and engine harness also have to be checked. You should be able to perform resistance check from the TCM to SSF inclusive of the harness from the disconnected ECM or TCM connector. You will have to check resistance between two terminals or between one terminal and body ground, this will dependent on the make and model of your vehicle. To be sure refer the EWD, typically the resistance should be roughly between 10 Ω and 20 Ω.
