There are many vehicles in which a small servo motor is attached to the throttle linkage. Voltage received from the PCM and the cruise control module prompt the servo motor to open or close the throttle plate as per the requirement.

Next step would be to compare your findings to manufacturer's specs and the open or shorted circuits should be repaired as per the requirement. The codes which are present should be cleared up and the entire system should be retested. If there are no malfunctions in the continuity test, then you should perform a resistance test on the cruise control on/off switch and buttons by using the digital volt/ohmmeter. Make sure to leave the cruise control module and PCM disconnected before testing circuit resistance. The cruise control switches should be replaced as per the need. All the codes should be cleared up and then retest the system.
