The power supply needed by the throttle control motor is transmitted to the ECM through the throttle control motor relay. The ON/OFF of the throttle control motor relay is monitored by the ECM. The ECM sends an ON signal to throttle control motor relay and battery voltage is provided to the ECM when the ignition switch is turned ON. Similarly, when the ignition switch is turned OFF, the ECM transmits an OFF signal to throttle control motor relay and no battery voltage is provided to the ECM. The opening angle of the throttle valve is identified by the throttle position sensor (located on the throttle body). Further, the ECM receives the feedback provided to it by the throttle position sensor. This feedback enables the ECM to monitor the throttle actuator and control the opening angle of the throttle according to driver inputs.

• It is always great to check the technical service bulletins (TSB) for the vehicle in question. To a manufacturer, your issue may be a known issue with a known solution and can save you a lot of time and money while the procedure is being performed. The next step should be to locate the throttle actuator B (TA-B) in the vehicle. Commonly, one can situate the actuator in the front of the engine, on the top area of the engine, inside the wheel wells or against the bulkhead.
• Now that it has been located, all the wiring and connectors should be visually inspected. One should inspect for any signs of scraping, rubbing, bare wires, burn spots or melted plastic. Using a digital volt ohm meter (DVOM), one lead of the meter should be linked to one terminal of the actuator. The meter lead left should be connected to the other terminal of the actuator (it shouldn't be  loose or shorted).
• The resistance specifications should be verified for the vehicle. The throttle actuator should be replaced if the actuator motor is open or corroded (infinite resistance or no resistance/0 ohms). If the test is cleared, using a DVOM, one should check to ensure a 12V to the throttle actuator power supply circuit (red lead to the actuator power supply circuit, black lead to a good ground). Using a scan tool, that functions for the throttle actuator, turn on the actuator.
• A damaged PCM, wiring from the PCM or relay to the actuator should be repaired or replaced if there aren’t 12 volts to the actuator. If that’s functioning in order, check to make sure that there is a good ground at the throttle actuator. A test light should be linked to 12V battery positive (red terminal) and the other end of the test light to the ground circuit going to the throttle actuator circuit ground should be touched.
• Next, utilizing the scan tool to activate the throttle actuator one should observe if the test light illuminates every time the scan tool has activated the actuator. Well, if the test light fails to illuminate, a problematic circuit should be suspected. If it does illuminate, the wiring harness going to the actuator should be shaken to see if the test light blinks, indicating an intermittent connection.
• Lastly, if all tests performed have been passed and you still continue to see a P210B, then a failed throttle actuator should be blamed although a malfunctioning PCM could not be ruled out until the throttle actuator had been restored.
